Hi Deborah
I made the decision to set up my own online business last August. I've spent from then until now searching the web and offline for the right thing.
I did come across a few scams and I would suggest that anyone who asks for money up front before they give you any information should be avoided at all costs.
There are some businesses out there which require you to sell a marketing product, which shows others how to sell, I think you might make money on these once you have a good website with lots of traffic but I'm not sure they're the best place to start (I have tried a couple).
I found a great and free e-book which you can download at http://aff-masters.sitesell.com/Karen10.html and which tells you all about starting your own affiliate business. It's quite a big read and I would recommend investing the paper in it to print it (about one third of a reme of paper) and read it with the cup of coffee recommended. There is a product/service which you can buy called SBI and the ebook recommends this but its not a hard sell and the book tells you how to do it without SBI as well (not many do that). I did later buy it and am very happy with it but you don't need to.
For a straight forward easy start though take a look at the Tiscali network. My site http://www.tiscali-network.com/summer will tell you all about it. This is a high profile company with a good cheap internet and phone service, if nothing else it might save you money personally if you're working online.
My final tip is to draw up a list of things you're thinking about with a calendar of when you want to have looked into them by, that way you won't waste anytime. If you're like me you'll never keep to those deadlines but you will keep moving forwards.
Good luck and do email me direct if I can be of any help.
