I get free monitoring from InternetSeer, by submitting (free) to the http://www.claymont.com search engine. I don't think I've ever got any hits from the listing (!) but the alert is very useful - and a weekly report on downtime, access speed.
Paid versions are available, with more frequent checks, and alert by phone and pager as well as email, but I haven't tried the paid versions.
