I have found networking to be, by far, the best tool for growing my client base. While it doesn't work overnight, the results are absolutely amazing if you take the time to do it and stick with it.
Not only do you end up with more clients, but they tend to be value-focused clients. They are not looking to try to get you to work for pennies on the dollar. They are interested in teaming with a professional in order to get an excellent work product and professional results.
You also make a lot of new friends and contacts. Networking has many benefits.
