When I was getting ready to look for freelance newspaper work, I just had a good resume made up. It was two pages with all info except references on the first page. I started with most recent experience first and concluded with my education. I had to have lots of help with that since I had never done one before and had only had one job my whole life!
Resumeasap on this board does resumes and might be able to help you with that.
I put mine in a clear plastic report cover folder and also got copies of my work together.
I just went in to the newspaper offices and asked to speak with the editor, introduced myself, handed a copy of my resume and card over and announced that I'd like to freelance for them.
Your resume and writing samples should speak for themselves, so you don't have to do a lot of extra talking (you'll seem nervous if you do even if you're not). They might ask you why you want to freelance for them so make that brief and work-related too.
Hope this helps and that everything works out for you!
